Belfast City Airport Seeks Later Flights and 27% Increase in Annual Flight Limit

Belfast City Airport is seeking permission to operate flights later into the evening and increase its annual flight limit as plans for a major expansion move into their next stage.

The airport has filed a Pre-Application Notice ahead of a future planning application connected with its Master Plan 2040.

Separately, Belfast City Airport wants changes made to its legally binding Planning Agreement which currently places restrictions on its operating hours and annual aircraft movements.

Under the proposals, the normal evening operating limit would move from 9.30pm to 10.30pm.

The airport is also seeking to increase the permitted number of annual air transport movements from 48,000 to 61,000 – an increase of approximately 27%.

The changes have not yet been approved. Modifying the existing Planning Agreement requires a separate process and the final decision is expected to rest with Northern Ireland’s infrastructure minister.

The airport says greater operational flexibility is needed to accommodate forecast passenger growth, airline schedules and potential future routes.

The proposals form part of a much larger long-term vision for Belfast City Airport, which aims to increase annual passenger capacity to seven million by 2040.

The wider Master Plan could unlock up to £200 million of private investment and includes extended passenger facilities, new aircraft stands, apron and taxiway improvements, additional parking and the possibility of an onsite hotel.

The latest planning proposals also protect the opportunity to create a pedestrian connection to a future rail halt serving the airport.

Belfast City Airport and Translink have signed a Memorandum of Understanding to explore what a future station could involve, although a direct rail connection should not yet be treated as an approved or funded project.

The airport’s planning process is now moving towards public engagement. The Pre-Application Notice is a step taken before submission of a full planning application and will involve consultation with residents and other stakeholders.

The airport’s existing runway is not proposed to be extended as part of the current expansion plans.

The proposals could nevertheless prove controversial because increasing annual aircraft movements and allowing later flights would potentially affect communities living around the airport.

Belfast City Airport says the additional operating flexibility is important if it is to meet forecast demand while continuing to balance growth with its responsibilities to neighbouring communities.

The distinction between the different processes is important: neither the proposed expansion nor the changes to operating hours and annual flight limits should currently be regarded as approved.

If eventually delivered, however, the plans would represent a substantial expansion of Belfast City Airport’s capacity and could significantly change both the number and timing of flights using the airport over the coming years.
