Liverpool Licensing Officers Suspend PHV Caught Operating Without Rear Plate

Liverpool City Council’s Licensing Unit has suspended a private hire vehicle after enforcement officers spotted it working on the streets without its rear licence plate on display.

The catch was announced on the council’s official LCC Licensing X account, which urged followers to “Spot the plate.” The post said: “This morning, Enforcement Officers discovered this PHV operating without the required rear licence plate being displayed. The vehicle has since been suspended and the driver will be issued with a formal warning.”

It might sound like a minor slip, but it isn’t. Licence plates exist for a reason — they’re the most basic way for the public, the council and the police to identify a licensed vehicle. A passenger climbing into a PHV needs to be able to confirm the car is actually licensed for the job, and enforcement officers rely on plates to check whether a vehicle is operating in the area it’s licensed in.

In Liverpool, the rules around vehicle plates are tightly enforced. According to Liverpool City Council, hackney carriage and private hire vehicle proprietors are responsible for making sure plates are up to date and properly mounted. A new private hire vehicle plate currently costs £185, with annual renewal at £180. Vehicles over a certain age — eight years for private hire, 11 years for hackney cabs — must be re-plated every six months. The council also makes clear that plates must be properly affixed, and that mounting them with magnets or cable ties isn’t permitted.

This latest catch is just one in a long line of recent enforcement actions by LCC Licensing, which has stepped up roadside operations in partnership with Merseyside Police. Earlier this year, officers conducted joint evening checks targeting taxi and PHV compliance, vehicle safety standards and drink and drug driving.

The bigger picture for drivers in the trade is that licensing teams across the UK are getting tougher, smarter and more visible — and the easy mistakes (no plate, expired insurance, the wrong area) are exactly the ones being picked off first. Suspensions and warnings can quickly escalate to fines, penalty points or even loss of licence if drivers don’t take basic compliance seriously.
