Chester Taxi Driver Fined for Refusing Guide Dogs

A Chester taxi driver has been fined after refusing to transport two blind passengers and their guide dogs in breach of the Equality Act 2010.

Nozir Rahman, 31, who drives for KingKabs, appeared at Chester Magistrates’ Court on Wednesday, 10 September. He pleaded guilty to the offence, which stemmed from an incident in February when a booking was made to Chester Railway Station.

The customer’s partner had informed the company that both passengers would be travelling with assistance dogs. When Rahman arrived, he refused to allow the animals into his vehicle and drove away.

Investigation and Excuses

Following the complaint, KingKabs reported the matter to Cheshire West and Chester Council’s licensing authority. During the investigation, Rahman gave three different explanations for his actions — one to the complainant, one to the taxi firm, and another to licensing officers.

He was fined a total of £580, which included an £80 victim surcharge and £300 towards prosecution costs.

Under UK law, taxi and private hire drivers must carry assistance dogs unless they hold a valid medical exemption certificate. This requirement is explained during driver training and is designed to protect disabled passengers from discrimination.

Failure to comply can result in fines, prosecution, and potential suspension or revocation of a taxi licence.

Licensing Review

Cheshire West and Chester Council has confirmed that Rahman’s case will now be referred to the General Licensing Sub-Committee. The panel will decide whether he remains “fit and proper” to continue holding his licence.

This case highlights the importance of taxi drivers understanding and upholding their responsibilities under the Equality Act to ensure fair and equal service for all passengers.
