Swale Council U-Turn Allows Taxis to Display Remembrance Poppies After Backlash

Taxi drivers in Swale will once again be allowed to display approved Remembrance poppies and other recognised Armed Forces commemorative symbols after councillors reversed an earlier licensing decision.

Swale Borough Council agreed the temporary policy change at an urgent meeting on Tuesday, 1 September 2026.

The decision follows a dispute involving Isle of Sheppey taxi and private hire operator iCars, which had been instructed to remove poppies and “Lest We Forget” markings from its licensed vehicles.

The original instruction followed a complaint and centred on the council’s licensing rules covering advertising and unauthorised signs on taxis and private hire vehicles.

At the time, the council stressed that its action was not opposition to the poppy or the Royal British Legion.

Instead, officers said the existing Hackney Carriage and Private Hire Licensing Policy did not permit the displays under its rules governing vehicle signage.

The decision generated substantial criticism online and prompted calls for the authority to reconsider how commemorative symbols were treated.

The council has now acted sooner than originally expected.

Members unanimously backed a temporary amendment allowing nationally recognised commemorative Armed Forces symbols to be displayed on licensed vehicles.

The exemption covers approved Remembrance displays including poppies, provided they are non-commercial and meet the council’s conditions.

Displays must be kept in good condition and must not obscure statutory licence markings, other required signage or the driver’s view.

The temporary change represents a significant reversal from the position that resulted in iCars removing the markings from its vehicles last month.

The controversy began after iCars, which operates in Sittingbourne and on the Isle of Sheppey, was told that Remembrance markings displayed on its vehicles were not permitted under the licensing policy.

DM News reported the original decision on 27 August after the operator publicly criticised the instruction.

ITV News Meridian reported at the time that iCars directors Neil and Jan McLennan said the displays were intended as a mark of respect for veterans and those who had lost their lives in conflict.

Swale Borough Council responded that its licensing team had previously allowed the displays but reconsidered their compliance with the formal policy after receiving a complaint.

The authority initially intended to examine the wider policy at a future Licensing Committee meeting.

However, the level of reaction to the dispute led to an urgent meeting being held instead.

Private Hire and Taxi Monthly reported that Licensing Committee chairman Councillor Simon Clark told the meeting that councillors and licensing officers had received significant abuse following the original decision.

Councillors supporting the temporary amendment argued that commemorative material should be distinguished from ordinary commercial advertising.

The decision does not mean unrestricted stickers or signs can now be placed on licensed taxis.

The exemption specifically concerns approved commemorative Armed Forces symbols, while the council’s wider rules on vehicle advertising and identification continue to apply.

The temporary arrangement will remain in place while the authority carries out a broader review of its licensing policy.

That means the final long-term wording governing poppies and other commemorative displays could still change when councillors complete the wider review.

For iCars and other licensed operators in Swale, however, the immediate position is now clear: approved Remembrance symbols can once again be displayed provided the council’s conditions are followed.
