Peterborough Taxi Rules Face Shake-Up as Older-Vehicle Rights Targeted in Licensing Proposals

Peterborough City Council is preparing a five-year policy for the taxi and private-hire sector that could remove grandfather rights for some older vehicles and introduce tighter checks on operators.

The Licensing Committee is scheduled to consider the proposed 2026-2031 policy on 10 September 2026. If the committee approves the report, a month-long public consultation would follow.

One of the proposed changes would remove grandfather rights for vehicles licensed before 26 July 2022. The review would also tighten vehicle age and emissions requirements, while potentially allowing zero-emission vehicles to remain eligible for licensing for up to 18 years.

The proposals would introduce new financial checks for private-hire operator applications and renewals. The council’s review is linked to updated legislation, national guidance and safeguarding concerns, including recommendations associated with the Baroness Casey Review.
