Glasgow taxi driver refused licence renewal after child assault conviction

Glasgow’s licensing committee has refused Mohammad Anwar’s application to renew his taxi-driver licence after Police Scotland objected over his conviction for assaulting a child.

The committee heard that Anwar had been convicted of two assault charges in February 2025. The conviction resulted in 70 hours of unpaid work.

During the licensing hearing, the committee was told that a child had been kicked and had liquid thrown at them. Anwar admitted losing his temper.

Police Scotland formally objected to the renewal application, prompting the committee to consider whether Anwar remained suitable to continue driving taxis.

The committee also heard that Anwar had not notified Glasgow City Council about the conviction. That failure to disclose the matter was considered alongside the seriousness of the conduct and the police objection.

The application was rejected by Glasgow’s licensing committee on 3 September 2026. The decision means Anwar’s taxi-driver licence renewal has been refused following the suitability review.

The case highlights the role of licensing committees in assessing drivers after criminal convictions and considering whether applicants have provided relevant information to the council. For taxi operators and drivers, the decision also underlines the importance of complying with notification requirements when convictions arise.
