Transport for London has frozen around £2 million of Croydon Council transport funding after protective wands were removed from the London Road cycle lane without TfL’s consent.
The funding action, reported on 4 September, concerns Croydon’s Local Implementation Plan funding. TfL said the money would remain unavailable until the council repays funding previously provided for the London Road scheme, submits a revised plan and receives confirmation that it meets the fund’s requirements.
Croydon has received £234,917 through TfL’s Local Implementation Plan funding for the London Road scheme since 2020-21. The council has committed to repay the full amount, according to the report.

Mayor of Croydon Jason Perry said the wands had endangered cyclists and obstructed emergency vehicles. That is the council leader’s stated position rather than an independently established safety finding.
London’s walking and cycling commissioner, Will Norman, said boroughs accepting TfL funding were expected to deliver the projects funded and follow the relevant legal processes.
Croydon’s published Local Implementation Plan documents show the borough had sought about £2 million in external transport grant funding for 2026-27. TfL said the funding could be released once the repayment and revised submission requirements have been completed.
