Ofcom has imposed a £730,000 penalty on the provider of Xgroovy.com after finding that it failed to use effective age checks and did not respond to a formal information request.
The fine includes £700,000 for the missing age assurance measures and a further £30,000 for failing to answer Ofcom’s legally binding request for information. The breaches took place between July and November 2025.
The provider has since introduced age assurance on the site and blocked access from UK IP addresses. However, Ofcom said it can impose a further £200 daily penalty until the requested information is supplied, or until 3 November 2026.

The enforcement action was announced under the Online Safety Act. Ofcom also issued provisional non-compliance decisions against Cyberitic LLC and ZD Media.
