Mace and Arcadis appointed to deliver London Luton Airport’s 32m-passenger expansion

Luton Rising has appointed Mace Consult and Arcadis to manage the next stage of London Luton Airport’s consented expansion, which is designed to increase capacity to up to 32 million passengers a year.

Mace Consult announced the appointment on 3 September 2026. It will provide programme, project, cost and commercial management services, with Arcadis partnering on the delivery-management team.

The team’s initial responsibilities will include establishing schedules, controls, governance arrangements and an integrated delivery plan for the growth programme. The work is intended to move the expansion into a new implementation phase following planning approval.

The airport’s Development Consent Order was approved by the Secretary of State for Transport on 3 April 2025. The expansion combines incremental capacity improvements with the continued operation of London Luton Airport.

The appointment gives the project a named management structure as Luton Rising progresses the consented scheme. It also provides a framework for coordinating programme, project, cost and commercial activity across the expansion.

The planned increase in capacity is significant for an airport serving Bedfordshire and the wider London area. However, the appointment of the delivery-management team does not itself represent the completion of any expansion works or the start of a new passenger service.

Further delivery activity will be taken forward under the programme established by Mace Consult, Arcadis and Luton Rising.
