A new report has warned that the UK’s outdated and poorly regulated number plate system is creating a growing road safety crisis, allowing criminals and dangerous drivers to operate with little fear of detection. The findings were published by Road Safety GB, which says so-called “ghost plates” are undermining enforcement across the country.
According to the report, ghost plates — altered or illegal number plates designed to evade ANPR cameras and police checks — are increasingly being used to avoid speeding fines, congestion charges, clean air zone penalties and even criminal investigations. Road Safety GB warns the problem is no longer isolated and now poses a serious national threat to road safety.

Ghost plates don’t just affect enforcement statistics — they directly impact safety. If a vehicle involved in a hit-and-run, assault, robbery or serious collision cannot be accurately identified, accountability disappears. That is a terrifying prospect for passengers, pedestrians and professional drivers alike.

From a taxi and private hire perspective, this also raises uncomfortable questions about fairness and trust. Licensed drivers are heavily regulated, routinely checked, and often penalised quickly for even minor compliance issues. Yet at the same time, vehicles running illegal plates can apparently circulate for long periods without detection.
The report also exposes how enforcement has failed to keep pace with technology. ANPR systems are only as effective as the plates they read — and if plates can be cheaply altered or illegally supplied with little consequence, the entire enforcement framework is weakened.
There is also a financial angle. Ghost plates allow drivers to dodge tolls, ULEZ charges, congestion zones and parking enforcement — shifting the cost burden onto compliant drivers and taxpayers. For working drivers already facing rising fuel costs, insurance premiums and vehicle expenses, this imbalance is becoming harder to justify.
Road Safety GB is calling for tighter regulation of number plate suppliers, stronger penalties for misuse, and modernisation of enforcement systems. Without action, the risk is clear: the UK road network becomes less safe, less fair and easier to exploit.
