Luton Taxi Driver Loses Licence After Locking Female Passenger Inside Cab

A Luton taxi driver has permanently lost his hackney carriage licence after a court upheld Luton Borough Council’s decision to revoke it.

Mohammad Razak had his licence revoked in October 2024 following a serious safeguarding incident. He locked a lone female passenger inside his taxi, refusing to let her leave until she agreed to pay a higher fare than what was owed.

The passenger was left distressed and trapped during the ordeal, prompting Luton Council to take immediate action against Razak.

Court Upholds Revocation

Razak appealed the council’s decision, but earlier this month a District Judge at St Albans Magistrates Court dismissed his appeal.

The judge ruled that Razak was “not a fit and proper person to hold a licence” and upheld the revocation, confirming he will not be permitted to work as a licensed taxi driver again.

Council’s Safeguarding Commitment

Luton Council leader, Cllr Hazel Simmons, welcomed the outcome, stating:

“We take the safeguarding of the public extremely seriously and do not tolerate any form of violence, intimidation, or abuse, particularly towards women and girls. We are pleased that the decision to revoke the licence was upheld, which reinforces our commitment to ensuring that only safe and responsible drivers are licensed and that people feel safe when using taxis in Luton.”

Razak has not been allowed to operate as a taxi driver since his licence was first revoked last year.
