Licensing Chaos in London: Private Hire Drivers Left in Limbo Amid TfL Delays

Transport for London (TfL) is under mounting pressure as licensing delays continue to wreak havoc on the livelihoods of thousands of private hire drivers across the capital. Legal action is now being brought by the Independent Workers’ Union of Great Britain (IWGB), which claims the backlog in licence renewals has caused serious financial and personal harm to drivers.

The union has highlighted the heartbreaking consequences of these delays, including widespread reports of drivers unable to work for months—leading to vehicle repossessions, rent arrears, and homelessness. In one tragic case, a driver’s family has linked his death directly to the stress caused by being unable to work during a lengthy licence delay.

TfL’s Response

TfL has acknowledged the issue and apologised for the disruption. It has introduced temporary licensing measures and is recruiting more staff to clear the backlog. A spokesperson stated:

“We recognise the challenges these delays have caused and are working hard to improve turnaround times.”

However, many in the industry say these efforts do not go far enough.

“Too Little, Too Late”

Support groups and trade unions have criticised TfL’s handling of the crisis, saying that the bureaucratic red tape and lack of urgency have created a system that fails to support workers who are self-employed and already vulnerable.

IWGB spokespersons argue the current system is “fundamentally broken”, and have called for urgent reform, including faster processing times, better support for drivers in crisis, and accountability for licensing failures.

A System Under Strain

Private hire drivers in London must renew their licences regularly to continue working legally. Many rely solely on driving for their income, meaning any disruption can have immediate and devastating effects. As demand for drivers remains high, particularly for services like Uber and Bolt, the ongoing delays are affecting not only drivers—but also passengers facing longer waits.

With legal action now underway, pressure is growing on TfL to not only fix the backlog but to address the systemic issues behind it.
