Taxi Driver Loses Licence After CCTV Chain Incident Despite No Further Police Action

A report by Gazette Live details how a taxi driver in the Stockton area lost his licence following a violent incident captured on CCTV. According to the article, footage shown to a licensing panel showed the driver “carrying and swinging” a chain during a confrontation with another individual.

During the hearing, the driver’s representative, Mr Walker, disputed this interpretation of the footage. He argued there was no clear evidence that the driver struck anyone with the chain and maintained that it was apparent the driver himself had been assaulted first and was acting in self-defence.

Police had previously arrested the driver on suspicion of grievous bodily harm (GBH), but ultimately took no further action in the case. Despite this, the licensing authority concluded that the incident raised serious concerns about the driver’s conduct.

As a result, the panel decided the driver was no longer considered a “fit and proper” person to hold a taxi licence, leading to its revocation.

This case highlights an important point for taxi and private hire drivers: licensing decisions are separate from criminal proceedings. Even when police take no further action, councils can — and often do — apply a much lower threshold when deciding whether someone is fit and proper to carry the public.

From a driver’s perspective, incidents involving violence, or even the perception of violence on CCTV, can be career-ending regardless of context or self-defence arguments. Licensing panels will usually prioritise public safety and the reputation of the trade over legal technicalities.

In 2026 and beyond, with widespread CCTV, body-worn cameras, and increased scrutiny of driver behaviour, it’s a stark reminder that any confrontation can have lasting consequences, even if it never results in a conviction.
