A joint enforcement operation in Warrington has uncovered multiple licensing breaches among private hire drivers licensed by Wolverhampton City Council. The checks, carried out by Warrington taxi licensing officers and Cheshire Police, targeted vehicles operating in the Town Centre and Stockton Heath over several days.

Working in collaboration with officers from Wolverhampton, authorities inspected a number of vehicles as part of Operation Confederation, a multi-agency effort to ensure taxis and private hire vehicles (PHVs) on Warrington’s roads are safe, legal, and roadworthy.
Several drivers licensed in Wolverhampton were found to have breached licensing conditions, although specific details of the offences have not yet been made public.
A spokesperson from Warrington South Neighbourhood Police said the operation aimed to reassure the public and support local, compliant drivers, noting that enforcement would continue where necessary.
Meanwhile, a separate operation in Macclesfield—involving Cheshire Police, Cheshire East Council, and Wolverhampton Council—saw 13 Wolverhampton-licensed PHVs checked, with all found to be fully compliant.
The increase in cross-border enforcement reflects growing concerns around out-of-area licensing, a controversial issue within the private hire trade. Wolverhampton Council, in particular, has issued thousands of licences to drivers who work far outside the city, including in places like Warrington, Liverpool, and Manchester.
These drivers often operate under different standards than those set by the local councils in the areas where they pick up passengers, leading to worries about enforcement and public safety.
Licensing checks like these are being stepped up across the UK to ensure that all PHV drivers, regardless of where they are licensed, meet consistent safety and regulatory standards when working in other regions.
