The number of licensed taxi drivers in London continues to decline, according to the latest official figures published by Transport for London (TfL).
As of Sunday 19 October 2025, TfL reported 16,290 licensed taxi drivers across the capital — a decrease of 68 compared to the previous week, with no new licences issued during that period.
Within that total, 14,770 drivers hold All London licences and 1,603 hold Suburban licences, based on TfL’s latest monthly breakdown (updated 11 October 2025).
The number of licensed taxi vehicles also fell slightly to 14,028, down 32 on the week prior. Only 10 new vehicle licences were issued, while the total number of Zero Emission Capable (ZEC) taxis rose to 9,197, demonstrating continued progress toward cleaner fleets.
Meanwhile, the private hire sector continues to grow. TfL recorded 105,302 licensed private hire drivers, an increase of 104 on the previous week, supported by 213 new licences issued. However, private hire vehicle licences decreased by 240, bringing the total down to 95,698, despite 346 new vehicle licences being granted.
DM News Commentary
The steady drop in taxi driver numbers highlights the ongoing challenges facing London’s black cab industry. Factors such as high vehicle replacement costs, stricter emissions rules, and competition from private hire platforms are continuing to reshape the capital’s transport landscape.
On the other hand, the rise in private hire driver licences suggests the gig-economy workforce remains strong — though vehicle totals fluctuating week-to-week may point to increased turnover and fleet adjustments.
