Private hire operators in Liverpool have been issued a stark warning by Liverpool City Council Licensing following reports of alcohol being offered to passengers during journeys.

The council has confirmed it does not permit any operator to provide alcohol as part of a journey or agreement with customers. Operators found to be in breach of this policy face the risk of being called before the Licensing Committee — with potential revocation of their Operator Licence on the table.
In a communication sent directly to licensed operators, the council stated it had received “several emails and calls” flagging incidents where alcohol was allegedly provided as part of transfer arrangements. It emphasised that such conduct is a violation of licensing regulations and will not be tolerated.
Importantly, the council also highlighted that even if a customer brings their own alcohol, the responsibility still lies with the driver. Allowing alcohol to be consumed within the vehicle could result in the operator being held liable and exposed to further legal consequences.
The message comes as a reminder to all private hire drivers and firms to maintain strict compliance with local licensing rules and ensure passenger safety at all times.
