A late-night enforcement operation targeting taxis and private hire vehicles has been carried out in Blackburn with Darwen, resulting in multiple penalties and vehicle suspensions.
According to a statement shared by Blackburn with Darwen Council, the council’s licensing team worked into the night alongside **Lancashire Constabulary Specials as part of a joint road safety and compliance operation within the borough.
The council said the checks were designed to ensure licensed drivers are meeting both local licence conditions and national regulations that apply to taxi and private hire work.
What the operation uncovered
As a result of the enforcement activity:
- Nine drivers were issued penalty points for licensing breaches. These included failing to wear a licence badge while working, not displaying council-issued insurance signage, and licence plates that were not securely fixed.
- Two vehicle licences were suspended after drivers failed to correctly display their licence plates.
- One driver was reported for a traffic offence after their licence plate was attached using cable ties around the number plate, leaving it obscured.
Council message to drivers
Councillor Jim Smith said the operation was part of the council’s wider approach to passenger safety.
He stated that the checks send a clear message to licensed drivers that compliance is expected at all times and that public safety remains a top priority for the authority.

DM News Commentary
Late-night operations like this are becoming increasingly common across the UK, particularly as councils respond to public concerns around vehicle standards, driver identification and insurance visibility.
For taxi and private hire drivers, the message is simple: even minor issues such as missing badges or incorrectly fitted plates can lead to penalty points or vehicles being taken off the road. While some infringements may seem administrative, they can quickly escalate into licence suspensions if ignored.
From an industry point of view, consistent enforcement also helps protect compliant drivers by ensuring a level playing field and maintaining public confidence in licensed taxi and private hire services.
