As autumn arrives and Britain’s roads are covered in falling leaves, drivers are being warned that failing to clear them from windscreens and windows could lead to fines of up to £1,000.
What the Highway Code Says
According to the Highway Code, drivers must ensure that windscreens, windows, and mirrors are kept clean and free from obstructions to maintain full visibility of the road. If a vehicle is deemed to be in a “dangerous condition” due to poor visibility, motorists could face a hefty fine.
In extreme cases, courts have the power to issue penalties of up to £1,000 for car drivers (and more for commercial vehicles). Police can also issue on-the-spot fines if they believe your vision is obstructed.

Why Leaves Are a Hidden Hazard
- Obstructed Vision: Wet leaves often stick to windscreens, side windows, and mirrors, reducing driver visibility.
- Road Safety Risk: Fallen leaves can make roads slippery, increasing stopping distances and raising the risk of skidding.
- Insurance Issues: If leaves are proven to have contributed to an accident by blocking visibility, insurance claims could be invalidated.
How Drivers Can Stay Safe
- Clear All Glass Surfaces: Make sure windscreens, side windows, rear windows, and mirrors are fully clear before setting off.
- Maintain Wipers and Washers: Check that wipers are in good condition and washer fluid levels are topped up.
- Stay Alert During Journeys: On longer drives, especially through leafy areas, stop safely to check for debris build-up.
Are Fines Common?
While reports of drivers actually receiving the maximum £1,000 fine are rare, police have the power to issue penalties if visibility is obstructed. The risk becomes far greater if an accident occurs and leaves or debris are found to have played a part.
