Council warns shoppers after man offers unlicensed taxi journeys in Darlington

Darlington Borough Council has issued a warning after reports surfaced of a man approaching shoppers and offering unlicensed taxi journeys in the town centre.

According to the council’s statement — reported by Yahoo News — the man was allegedly seen offering lifts to members of the public in return for payment, prompting officers to remind residents about the dangers of accepting rides from unlicensed drivers.

Council officials described the activity as “touting”, which occurs when an unlicensed driver approaches people in public and offers to carry them for hire. This practice is illegal and can carry serious safety risks. Licensed taxi and private hire drivers are required to undergo background checks, vehicle safety inspections, and maintain proper insurance before taking passengers.

A council spokesperson said:

“Passengers who accept journeys from unlicensed drivers are putting themselves at risk. These vehicles have not been checked, and the drivers have not been vetted in the same way as licensed professionals.”

Residents are being urged to remain vigilant and report any suspicious approaches. Reports should include as much detail as possible — such as vehicle make, registration, time, and location — and be sent directly to [email protected].

The council added that enforcement officers are continuing to monitor the area and that licensed drivers displaying official plates and badges remain the only safe option for passengers.

DM News Commentary:
Illegal touting remains a growing concern in towns and cities across the UK — not only threatening passenger safety but also undermining legitimate licensed drivers who comply with the law. Darlington Council’s swift action and public advice help highlight the ongoing need for vigilance, particularly as unlicensed operators often target busy shopping areas or transport hubs.
