Finland’s Government has issued a decree specifying the design and timetable for new taxi registration plates. The plates will use black characters on a green background.
The amendment to the Vehicle Decree was issued on 10 September 2026 and is scheduled to enter into force on 1 January 2027. From January, taxi operators will be able to order the plates through registration-service inspection stations, according to the Finnish Transport and Communications Agency, Traficom. Orders cannot be made in advance.
The plates will become compulsory for every vehicle used in taxi transport from 1 July 2027. The January start therefore covers the availability of the new plates and the operation of the related registration arrangements, while the mandatory-use date comes later in the year.
Before taxi plates can be issued, a vehicle must be registered for licensed use and linked to an eligible, valid transport licence. Vehicles operated under taxi transport licences must be added to the relevant transport licence by 1 January 2027.
The decree implements taxi-plate provisions previously added to the Vehicles Act. Finland’s Parliament approved the underlying taxi-regulation proposal on 26 June 2026. The wider taxi-sector legal reforms are being introduced in stages during 2026 and 2027.

The Government said the choice of a green background with black characters took account of visibility, accessibility and police-supervision needs. The plate design is part of wider measures intended to support vehicle identification and oversight of taxi operations.
Some related vehicle-linking requirements have already applied. Vehicles used under goods or passenger transport licences where a taxi-operation notification has been made have faced the requirement from 1 September 2026.
Traficom describes the reform programme as covering supervision, driver and operator competence, fare information and vehicle identification. Mandatory taximeters are also due for taxis in February 2027, according to the regulator.
The decree establishes the plate specification and the process for obtaining the plates. However, the requirement for every vehicle used in taxi transport to have the new taxi plates does not begin until 1 July 2027.
