Harlow Council announces grants, free licensing period and new ranks for black-cab trade

Harlow Council has announced a support package for the town’s licensed hackney carriage trade, including grants, a period of free licensing and investment in taxi infrastructure.

The package was announced on 7 September 2026 and is intended to support drivers through disruption linked to the town-centre regeneration programme.

Taxi and private hire operators can find booking and dispatch tools from DM Taxi Assistant.

The council said new and upgraded taxi ranks are planned across Harlow. This includes a dedicated principal black-cab rank at the new bus station.

The measures apply to hackney carriage drivers licensed by Harlow Council. The authority has linked the package to its wider town-centre rebuilding plans.

Details of the grants, the length of the free licensing period and the timetable for the planned rank works were not set out in the announcement.
