North Northants councillor agrees to pursue taxi knowledge-test concerns

Concerns about a Licensing Panel safeguard after three failed taxi knowledge tests are to be taken forward following a meeting between North Northamptonshire’s taxi trade and councillor Kirk Harrison, according to PHTM. No licensing policy change has been confirmed.

The reported commitment followed a meeting at Corby Cube on 2 September, where hackney carriage representatives met Harrison, the executive member for regulatory services. The outcome was reported on 4 September.

The discussion included the safeguard relating to applicants who have failed three knowledge tests. Harrison reportedly agreed to take the issue forward, but the account does not confirm an approved amendment or a decision on an individual case.

Trade representatives also requested responses within 10 working days on an individual case and within 20 working days on other matters. Those periods were requested by the trade; they were not confirmed as deadlines accepted by the council.

For drivers and applicants following the issue, the distinction is important: the development is a commitment to pursue a concern raised at the meeting, not confirmation that the licensing arrangements have changed.

The reported outcome leaves both the policy question and the individual case without a confirmed decision. It also does not establish an agreed timetable for the council’s responses.
