A private hire driver has been hit with a bill of almost £1,600 after refusing to cooperate with a routine licensing check at Milton Keynes Central Station.
Mohsin Kazmi, of Farley Farm Road, Luton, and licensed by Luton Borough Council, was approached by a Milton Keynes City Council licensing enforcement officer on 9 December 2025 as part of standard checks on private hire vehicles operating in the area. When asked to provide his private hire driver badge details, Kazmi failed to do so and drove off.
Milton Keynes City Council launched an investigation, identified Kazmi and brought a prosecution. He was subsequently found guilty at Milton Keynes Magistrates’ Court of obstructing an authorised officer. The court ordered him to pay a £770 fine, a £308 victim surcharge and £518 in costs — a total of £1,596.
Luton Borough Council, which issued Kazmi’s licence, has been informed of the conviction and is now considering what action to take against it.
Cllr Sam Crooks, Cabinet Member for Regulatory Services at Milton Keynes City Council, said the case underlined why enforcement checks matter regardless of where a driver’s licence was issued: “Our enforcement officers play a vital role in keeping passengers safe and maintaining high standards across the taxi and private hire trade. These checks are carried out to protect the public, and drivers are expected to cooperate regardless of where their license was issued.”
It’s not an isolated case. Milton Keynes City Council has pursued similar prosecutions before — a Cambridge-licensed driver was fined £710 last year for a near-identical obstruction offence at the same station, suggesting officers there are taking a consistent hard line on cross-border compliance.
