Arora Group launches rival bid to Heathrow’s official plan
A new £25 billion expansion proposal has been unveiled for London Heathrow Airport, aiming to rival the airport’s official third runway scheme. The plan, known as “Heathrow West”, has been submitted by Surinder Arora and his Arora Group, backed by major infrastructure partners including Bechtel.
The project comes in at almost half the cost of Heathrow’s own £49 billion expansion, raising hopes of a more affordable and less disruptive solution.

What the Heathrow West plan includes
- Runway: A new 2,800-metre third runway designed to handle all aircraft types.
- Terminal 6: A new terminal built in phases, with the first section due to open around 2036 and full completion expected by 2040.
- Less disruption: Unlike Heathrow’s official scheme, the Arora plan avoids rerouting or tunnelling the busy M25 motorway, which has been a major driver of costs and complexity.
Industry reaction
The rival scheme has been welcomed by sections of the aviation industry, with IAG (parent company of British Airways) describing both expansion plans as “credible.” Supporters argue that competition could drive better value and reduce passenger costs in the long term.
The proposals are also being reviewed in the context of the UK Government’s updated Airports National Policy Statement, which for the first time is allowing rival bids for Heathrow’s future growth.
A final decision between the competing expansion schemes is expected by autumn 2025.
